It manages the operational side of shipping: it advances the piece's status in the content catalogue from draft to scheduled or published, and records the ship in the activity log, so the state of every piece is always visible and auditable.
It stops at the hand-off boundary by design. It prepares the channel-formatted, publish-ready version and records the hand-off rather than posting autonomously — and where a channel integration exists, it is aware of it. The actual publish stays in the operator's hands.
